Dear Miguel Abi-hassan:

Pursuant to Article I, section 24 of the Florida Constitution, and chapter 119, F.S., I am requesting an opportunity to inspect or obtain copies of public records related to “rabbits seized” in a hoarding case in SC,Sunday Dec. 27, 2015 and transferred Friday Jan. 1, 2016 from Charleston Animal Society (CAS) Charleston, SC to Halifax Humane Society (HHS) Daytona Beach, FL. On arrival at HHS, handed over to HHS Transfer agent, Jason Hoffman of Critter Encounters, who distributed to undisclosed locations(according to Jason Hoffman “Farms”… and, according to CAS and HHS “Rescues” immediately adopted 85% of the rabbits) in Osceola County, Lake County and Seminole County Florida.

I request a waiver of all fees for this request since the disclosure of the information I seek is not primarily in my commercial interest, and is likely to contribute significantly to public understanding of the operations or activities of the transfer and whereabouts of the “70 rabbits” of public concern by the “Rabbit Community” for the welfare of the rabbits, making the disclosure a matter of public interest.

I am requesting the following public records:

  1. “Intake Records” for the 70 rabbits received from Charleston Animal Society, SC.
  2. “Transfer Records” or agreement signed by Jason Hoffman of Critter Encounters for the rabbits when surrendered to Jason Hoffman.
  3. Agreement signed between Halifax Humane Society and Jason Hoffman as to the disposition arrangement of the 70 rabbits.
  4. Agreements signed and disposition arrangements of the rabbits between Halifax Humane Society and the transfer partners in Osceola County, Lake County and Seminole County Florida.
  5. Records, agreements, arrangements, emails including financial arrangements between Charleston Animal Society (CAS) Charleston, SC and Halifax Humane Society (HHS) Daytona Beach, FL related to the transfer of the 70 rabbits.
  6. Records, agreements, arrangements, emails including financial arrangements between Halifax Humane Society (HHS) Daytona Beach, FL and Jason Hoffman of Critter Encounters and transfer partners in Osceola County, Lake County and Seminole County Florida, related to the transfer of the 70 rabbits.
  7. Records related to Licenses and professional certifications of Jason Hoffman of Critter Encounters and transfer partners in Osceola County, Lake County and Seminole County Florida required by Florida State and certifications to proper care and understanding of rabbits.
  8. Records related to the selection to transfer the rabbits to Jason Hoffman of Critter Encounters (snakes, alligators, other reptiles) and transfer partners in Osceola County, Lake County and Seminole County Florida to house, care, and adopt the rabbits.
  9. Halifax Humane Society response, “Based on an internal investigation of the rescue used, there has been no evidence that leads us to suspect or conclude the notion that these rabbits where further harmed, fed to snakes, neglected or subjected to any form of animal cruelty”.
  1. Records, Emails, written communication in relation to the internal investigation done by Halifax Humane Society to determine what happened to the rabbits.
  1. Halifax Humane Society response, “Halifax Humane Society acted as a facilitator to transfer these rabbits to an established rescue partner that has nothing but their best intentions at heart. The rescue we contacted, which has a positive record of contract with Halifax Humane Society since 2013, agreed to make the rabbits a priority while acting swiftly over the holidays to facilitate housing. This rescue along with all other rescues involved with our shelter, enter into a written agreement “contract” to sterilize all transferred animals within 90 days.”
  1. Records, emails between Halifax Humane Society and rescue partner Jason Hoffman of Critter Encounters (snakes, alligators, other reptiles) “not” a Rabbit Rescue, with no Facility to house the rabbits… in selecting to transfer the rabbits to Jason Hoffman.
  2. Records, agreements, emails as to the facility where rabbits would be housed.
  3. “The rescue we contacted, which has a positive record of contract with Halifax Humane Society since 2013”. Transfer Records, contract records from 2013 to date, of rabbits transferred to Jason Hoffman of Critter Encounters, or Jason Hoffman used as a transfer agent of Halifax Humane Society to transfer animals to other locations.
  4. “This rescue… enter into a written agreement ”contract” to sterilize all transferred animals in 90 days.” Written agreement “contract” between Jason Hoffman of Critter Encounters and Halifax Humane Society to sterilize all transferred rabbits in 90 days.
  1. Halifax Humane Society response, “It is a sad day in animal welfare when our own colleagues focus their attention on the groups that came to the rescue of these animals instead of the party that allegedly neglected them in the first place.”
  1. Medical Records, both from initial examination by Halifax Humane Society, and ongoing medical care – detailing medical condition on Intake by HHS, and ongoing medical care for the 70 rabbits by Jason Hoffman of Critter Encounters, transfer partners in Osceola County, Lake County and Seminole County Florida, and for the 85% as stated by Halifax Humane Society that were adopted.

Should you deny my request, or any part of the request, please state in writing the basis for the denial, including the exact statutory citation authorizing the denial as required by s. 119.07(1)(d), F.S.
